RE: Scarcroft Neighbourhood Plan Pre-Submission Consultation and Survey
The Government wants local people to be able to influence decisions about development in their area. The Localism Act 2011 introduced new powers for people to make neighbourhood plans with reduced interference from central government. These plans will reflect local people’s views of how they wish their area to develop and give communities the right to receive and spend a proportion of community infrastructure levy funds on the local facilities they want.
The team behind this document has attempted to balance the needs and aspirations of as many of the residents across the generations, as has been possible. It is recognised by residents that the natural environment of this village is essential to our wellbeing and contributes to why it is considered to be a most desirable place to live by so many people. In keeping with our affection and concern for the village we recognise that we must not let our historic environment, buildings, and landscapes wither or be scarred. If we are to achieve our vision for the future of this village we must exercise our right and obligation to preserve what is good in the context of the needs a changing society. The document includes a range of policies that are designed to meet the challenges described above and provide a framework that achieves the objectives set out for the future prosperity of Scarcroft.
We are now ready to consult on the final draft of our neighbourhood plan before we submit it to Leeds City Council for independent examination before it finally comes back to the community to vote on in a referendum. Please read this neighbourhood plan summary and complete the associated survey, both enclosed.
The consultation process runs from 17th July 2017 to 28th August 2017. Please return the survey by 5:30pm, 28th August 2017 to either:
l Parish Clerk, Scarcroft Parish Council, 3 Keswick Grange, East Keswick, Leeds, LS17 9BX
l Or the New Inn pub at the drop-in event on 26th July 2017.
l Or the collection box at Scarcroft Village Hall.
The survey can also be completed online at www.scarcroft.org/neighbourhood-plan where the full version of the Plan may be viewed.
